Often there is a slight bit of difference in reality and government
regulations.... Also each country had slightly differing laws and strictness of
enforcement. Don't send anything to Japan, New Zealand without proper permits, for
example. You will get your gardening buddy in trouble. Ignorance is not excuse
(i.e.... I did not know they were going to send me seeds)
Having said that, I send seeds to several countries without problems. Just
label the outside of the envelope with the proper form at the Post Office.
Clematis seeds are among those I have both sent and received from Sweden and
England.
There are rumors that all of this is supposed to change come January 1st...
crackdown. Nothing without official permits... which cost money.
