The plant that you are curious about is called Mussaenda reticula.
Here in my Zone 9 garden it is hardy for me (with a little bit of
protection). I've had the same plant growing since 1996 - it never gets more
than 3 feet tall due to it being nipped back each year, even by the mildest
of winters.
