In your climate, I'd say you'd need to have a containment at least 4'
deep and min. 6" above grade..no kidding.

I have two stands of running bamboo.  Unending supply of bamboo
stakes:-)  One of them is at the top of a berm with a railroad tie
retaining wall about 30" high.  It has decided it would like to
explore the gravel parking area at the base of that wall....

You can keep it in check by periodically digging up the rhizomes, but
this is hard work and you HAVE to do it on about an annual basis.

It does make a nice privacy screen; bamboo has several plusses as
long as you recognize the minuses.

There are clumping varieties, some with fantastic colored stems, that
are not hardy for me and very well might be hardy for you.  You may
want to look into those before you consider the running types.
