Try 'William Baffin', or any of the Explorer series from Canada. 'William
Baffin' is sold as a climber, but I use it as an 8 foot hedge. Absolutely
NO dieback at all. And it repeats. Since it was developed at University of
Ontario in Guelph and is heavily featured in their rose gardens, it's pretty
much a cold weather signature Rose.
