Propagating phlox by root cuttings

Hello,
How difficult is it to propagate P. paniculata by root cuttings? Is this the right time of the year if bottem heat can be provided?
I was cleaning up some potted phlox for winter and I noticed that many had thick white roots on them and I wondered if they could be cut into sections and propagated.
