I would like the answer to this question also. Also, is this the time to
take shoots off lilacs that need thinning, and transplant them? How about
peonies that must be moved? and daylilies?

A major daylily grower near here recommends Sept 15 as the cutoff
point for planting out daylilies, with the cutoff getting later as you
go further south. Of course, when he sells them, he digs them up,
shakes off the dirt and hands 'em to you. I'm hoping you can
successfully push the limit a bit by transplanting them with maximum
root ball and (hopefully) minimum root disturbance. That's what I
just did anyway.
I moved some peonies here last weekend, and have moved them in the
past even in October.
