The sensible thing to do is to mark out the area that you intend to sew the 
poppy seed in, scrape off all the mulch, cultivate well and sow the poppy 
seed.  Do not put the mulch back until spring and then after you see the 
poppies sprouting put it around the seedlings but don't cover them.  You 
will get a much higher germination rate, although you may have to weed out 
some of the seedlings and sprouting weeds. I've had no luck at all so far 
trying to get my poppies to germinate on top of the mulch, and if you can 
get them to come up through the mulch you aren't putting it on thickly 
enough to prevent weeds (mine is 4" or more of shredded cedar bark).
