Maybe someone has a better idea, but if it were me, I's try using 
what's called a conduit bender (electricians use it to bend 
electrical conduit).  Now, of course, rebar is solid, while thinwall 
electrical conduit is hollow, so perhaps this wouldn't work (it 
doesn't work on copper pipe as copper pipe will kink), but unless you 
get other suggestions...
