No, same plant. I agree, 18-20 inches is tall to be a groundcover, but that
is essentially what it was being used for. What else would you call a
herbaceous plant grown as a monoculture and primarily for it's foliage and
to supress other weeds. It can take sun in cooler climates (I have some
hostas and astilbes that I grow in full sun too) but I thought it generally
liked part shade in warmer locales.
