Well, Judy, I really don't know. You can try it, but in your climate
the soil in that barrel might freeze solid. If you give it a go, I'd
try protecting the barrel with straw bales, bubble wrap or something
to insulate it...maybe even some of that Styrofoam insulation. If
the rose is hardy, the top would be OK, it's the roots you need to
worry about.
