When a rooting hormone powder is put onto the leaf there will be an excess
of rooting agent on the leaf. this will cause phyto toxicity to the part of
the leaf touched. There will be mortality at that point.
In the case of powder touching a stem part then there likely will be a root
formation at that point.
The case of the rooting hormones in solution are a different situation.
When a concentrated solution is placed on the leaf there will be problems
similar to what happens when dry powder is applied.
In the case of very low concentrations the synthesized rooting hormone will
stimulate natural (IAA) rooting hormone formation by the plant itself. This
will improve plant generated rooting hormone flow and there will be a more
dense root formation.
In the case of solution application you use a solution which contains water
solution only since alcohol solutions will cause phytoxicity to tender leaf
tissue.

In the case of inhibition ... an excess of rooting hormone concentration,
beyond the plants threshold, under any condition will case the rot formation
to be inhibited or cell mortality.
