I would move the Rudbeckia and sort of raise it. Mine is in too shady of a place and does not do well either. We did not have the rain you had but still it likes well drained sunny spots.Hmm, one is in a wetter, but not that wet, a spot than the other. I'm going to lift that one entirely and move pieces around to "higher ground". It was an incredibly wet spring here.
