Not only have I read about doing this, I have been cutting back the foliage
immediately after the bloom has subsided for the last 3 or 4 years. Ratty
clumps look absolutely wonderful in about three weeks and remain that way
for the rest of the season. I only leave about 3 inches on the plants. I
was extremely skeptical at first, but now I wouldn't have daylilies any
other way.
I garden professionally and do the same in all my customers gardens. After
their initial horror that first year, they all agree with this practice.
Be adventurous and try it for yourself.
