I agree with Laura and Diane, Cosmos & Cleome are annuals.
The Cleome will look better (ie, fuller) if you pinch it back when it is
about shin-high.
The next time you see some Cleome blooming (or Cosmos, for that matter)
just ask the garden owner if you could have some seeds. On the Cleome the
seed pods will be sticking off the stalk below the currently blooming
part. Get a dry pod. Don't be shy, the gardener will probably be
flattered that you admire the flowers so much.
