They don't mention Bt but I found these biological controls for
leafminer at the Pest Problem Solver Guide

I've not used any of these items but have been very pleased with the
things I have ordered from Biocontrol (no association with them). It
would be interesting to hear if anyone has successfully used any of the
things they list.
I had leafminers on some Convolvulus sabatius. FWIW, my ladybugs
dependably annhialate aphids but seemed to have no absolutely no
interest in the leafminers. Cutting off the damaged foliage worked
fine.
I'm not clear about whether the pest being discussed that kills plants
is a leafminer or not but the Bicontrol site lists these kinds of Bt:
israeliensis - mosquitos
berliner - caterpillars (general)
kurstaki - European corn borers corn and tobacco budworm
var. San Diego tenebrionis - Colorado Potato Beetle and Elm Leaf Beetle
