First may I introduce myself as a new subscriber to the "Perennials"
list
  My name is Cliff.  I live in the suburns of London (England, that is)
where I have a typical small garden about 65 feet by 25.  This is vastly
overcrowded since I buy too many plants on impulse and then have to find
space - my lawn has been shrinking for years.

Anything more you want to know I'll pass on n request.

So far as straw is concerned, I once made the mistake of using straw as
a topdressing without checking its source.  It had been trerated with
systemic weedkiller, as much straw has,  and I lost several susceptible
plants as a result.
