I remove them in spring as well, but usually only from around the base of
the plants. I also remove those areas that are extra thick from either
the wind piling them in places I hadn't planned, or over the more tender
perennials. Those that I remove are usually well broken down anyway, and
give a nice spring boost to the compost bin. I leave the rest on as an
amendment to the soil. They seem to keep the weed growth down and help
break up my atrocious clay soil.
