Al, I've read this too about Round-up, and aren't there seasons where this 
translocation is going in the opposite direction (i.e., to the top of the 
plant rather than the roots) so that RoundUp is not as effective?  I think I 
read that recently in a comparison wiht the effectiveness of Roundup vs. 
Finale (which has become almost impossible to find).
