This has been my experience too.  Unfortunately, I have
a well established stand of grasses, but was unable to 
afford the forb seed when we planted.  I/ve been in a 
constant struggle to establish forbs since.  Each year I
pick out an area, mow, burn, or spray some of the grass
and seed.  I also plant what forb sets I can afford.  Maybe
by the time I/m 80 I'll have a better diversified 
restoration.
