searching for Wisconsin lending institution

Hello from SW Dane County, Wisconsin:

We're searching for a Wisconsin lender who will provide a loan for
purchasing 10 acres of agricultural land (part of which contains a prairie
remnant we want to revive). The lender I contacted will provide a loan only
if  the land is rezoned residential.  We have no desire to build structures
on the land but would prefer to leave it  zoned agricultural, perhaps with
a conservation easement to protect it from future development. (Even if we
wanted to build, the township will not allow rezoning, so this is not a
solution.)

Can anyone suggest a lender who will finance the purchase of vacant
agricultural land?

Is there a federal or state (Wisconsin) program that might help us get a
loan for purchasing land that will be set aside for conservation?
