biological control of thistle

Hello.

Does anyone have experience with Thistle Defoliating Beetle, Cassida rubiginosa, or other insects used for biological control of thistles? Please tell me whether you have used such insects to successfully reduce thistle density.

Oh... does anyone know whether it is okay to use Thistle Defoliating Beetles in Wisconsin?
