My husband's brother-in-law is a range scientist and weed expert who works for Dow AgroSciences. He did research into biological controls for leafy spurge. I forwarded your inquiry to him since I thought he probably had contacts in other areas of bio weed control and this is his response. I hope you find it helpful.

I doubt that a defoliating insect will have much impact on exotic biennial thistles. Insects that reduce seed production potential, such as Rhinocyllus conicus (seedhead weevil) or Trichsirocalus horridus (rosette weevil) will likely have more impact. Unfortunately, Svata Louda has found R. conicus utilizing off-target native thistles.
Svata Louda is the expert on thistle biocontrol agents and would be good contact for information about Cassida. Her contact information is:
