Hi, everyone,
I forwarded some of the comments about NRCS policy to a friend in the
Service. He emailed me the following:
"There is a misunderstanding about NRCS policy for planting grasses in
riparian areas. First of all, NRCS's hands were somewhat tied during the
writing of the rules for CRP. Several organizations lobbied various
restrictions into the legislation. We did have some say so into technical
aspects of the various practices, but others dictated pretty much what
practices would be eligible.
"NRCS has an effort underway called the National Conservation Buffer
Initiative. There are 16 conservation practices that are considered to be
buffers. At least 8 of those are applicable to riparian areas and only one
of those 8 requires trees; it also requires shrubs and grasses! All
buffers are eligible for CRP. You don't even have to wait for an announced
signup time; it is continuous. You also do not have to compete based on
environmental index. In other words, if the practice fits the contract is
automatic."
