Sorry, I don't make the laws.  The idea is that they do not want commercial
growers collecting seed and/or plants from the few natural areas left in
Illinois.  Plants can be propagated and planted in protected areas, like
nature preserves, or other protected natural areas.  GPF does this often
when seed of Silene regina or other endangered species are collected from
the 75 acres we steward.  For more information on these state laws contact
