Seed Seeds

I have bitten the bullet. Have 15 seeds in different ziplock bags with
moist paper towel. Put them on my hot water heater last night at 9 pm
CST. Thermometer says 85 degrees laying on heater. I soaked the seed
for 1 hour before I put them in the ziplock. I have been told to wait
12 hours and then tranfer them to my plant media. I think some of you
wait till the seed sprouts about a 1/4" before transfering. Should I
wait till seed sprouts or go ahead at 12 hours and transfer? I'm afraid
my soil media will only be up to around 70 degrees. The hot water
heater is maintaining 80-85 degrees. Please advise as to what to do
next. Should I put Captan on seed after sprouting? Will that hurt the
seed? Please help.
