stem rot / Captan

When making a paste using Captan, how much do you use and how much water?
I applied some more yesterday (more of a liquid than paste) to a soft spot where
the stem intersects the d/s portion of the main. I first scraped some of the
soft material out, although it wasn't much. Then I applied Captan and put a fan
on it during the day and overnight. Should I keep a fan on it 24/7, during the
day only, or at night with the high dampness?
Another question I had: is there any need to keep the secondaries downstream
from the pumpkin? I would not think so since you want the energy going to fruit
and not beyond it. I am still getting a very small amount of growth at the end
of one secondary.
