George,

It is often recommended by seed companies to store unused seed in the 
fridge (near 4 C). I suspect cooler temperatures slow down the seed 
degradation process by maintaining endogenous hormone levels (eg. GA) 
higher, longer. Temperature is the driving force in many chemical 
reactions, and the breakdown of PGR's is one of them.
