I don't think Municipal water is the problem. You are the West Virginia
State record holder right? I think your environment may be the limiting
factor. I use Municipal water only and believe me the water in Torrance takes
allot of treatment before it gets to us and is heavily fluoridated among a
ton of other additives. Try modifying your environment by using large cloches
and try an inline fertilizer injector LOADED with fish emulsion every time
you water. I dump some where around 1 gallon of Safer brand fish emulsion per
plant every 7-10 days along with equal amounts of liquid kelp and it seems to
work quite well. Good luck and that is my TWO CENTS !!!!!!!!!!!!!
