Just a thought but when I was researching Grow Lights a few years ago and
investigated the radiated spectrums of various lights I spoke with
Michigan State University and one fellow told me you could do just as
well with regular fluorescent lights in combination with incandescent. 
The match should be 1/3 incandescent to get the same spectral response. 
I have grown thousands of seedlings with just regular fluorescent 
fixtures (shop lights) . They must be almost touching the top of the
Humidity dome as they have very poor candle power output compared to any
good quality lighting fixture. An excellent resource on all of this is
the GE Lighting hand book. 
So save some money and don't buy Grow Lights.
