seaweed as fungus control

This brings up a question I've had. Last year I spritzed seaweed on the
vines nearest my largest pumpkin daily. I would have spritzed everything,
but my time was limited and I was hoping to get what micronutrients I could
into pumpkin growth. Occasionally I did the whole patch, but only the area
near the one fruit got it daily.
Then late in the season when the powderly mildew came along, it never
occurred on the areas that had been spritzed daily. So guess who is going
to be using lots more seaweed everywhere this year!?!
Anyway, my question is exactly where does powdery mildew occur? Only on the
tops of the leaves or everywhere? I know time will still be a constraint,
so I want to figure out how best to use my time... must I do undersides of
leaves and stems and everything, or if I do the tops of the leaves should
that be adequate protection against the mildew?
