   If I did till in the straw I would spread it very thin. If it goes in
as a lump it will take it longer to break down. Unlike a green cover
crop that you turn in and as it rots, put nitrogen into the soil. Plant
material that is not green actually takes some of the nitrogen out of
the soil to break down the straw/hay or whatever.
  As someone else suggested. I would use it as a mulch. Allow the ground
to warm up then lay it on heavy. It will hold in moisture keep the grown
temps constant and in the fall turn it under and the ground and you will
be better off.
