Leaf-boring larva question

I've been bothered by some kind of leaf-boring bug the past few years.
White trails appear not too soon after new leaves come out. Older
leaves can turn almost white from the ongoing attack, and it appears
the plant overall is considerably weakened (I would be too if I had
some bug eating me up from the inside I guess).
In the mornings I can see some of these beasties out on the leaf
surface. They're small (1/16 inch or so) orange little worms. By the
way I also see some sort of flies around the plant so I wonder if
these aren't fly larva.
I've looked in many pest books but have never been able to find this
thing in a picture, and overall my knowledge of growing is poor. I
grow in a small backyard tract home, and have tried and failed for
years to grow a 100 lb'er (58 lbs is my record), which would make my
season believe me. This darn bug along with powdery mildew have
contributed to my downfall.
THIS YEAR WILL BE DIFFERENT!!! Thanks for any help anyone can give,
