Contact Gardener's Supply Co. at 1-800-863-1700 (not sure if
they have a web site or not).  Item # 06-141 Siphon Mixer sells for
$13.95.  This is exactly what you are looking for.  It is a fitting that
goes between your spigot and your hose.  It has a little hose that
you just drop into a bucket of your liquid fertilizer.  You then just
turn on the water, fertilizer is drawn up, and is automatically
diluted at a rate of 16:1.  A built-in filter and safety valve prevent
backflow.  Hope this helps.
