Actually the oxygen is electronegative and the hydrogens have the slight
positive charge due to the oxygen attracting the electrons; this creates the
polarity. And just for fun, there are many forms of ice some of which are
more dense than liquid water and thus sink. But the most common form of ice
is what we see in our drinks.

It's because of the shape of the water molecule so the oxygen molecule at
one end creates a slight positive charge and the hydrogen at the other end
creates the slight negative charge.  As water molecules slow down (in the
freezing process they align based on their charges. It's why as water
freezes it expands and ice floats.
