what's the white stuff?

I have seen many pictures of AGs that seem to have some white stuff
applied to the stem and blossom ends. I guess this is Captan. Am I
right? Is this a common practice? Why do they do this. Shouldn't this
material come off before it is officially weighed? (Marv, I am sure you
will have something to say on this one)
