Still no bees

I've not seen any bees, either, except for a couple of very busy bumblebees.
I planted Dutch white perennial clover all around my garden beds to attract
them even [O.K., so the clover's not blooming yet, but it will...] I also
have other cucurbits and fruit trees & shrubs and a butterfly garden; there's
not lack of attractants.
Aside from any possible zoning restrictions, would it be advisable to keep a
super in a suburban lot? [I've a friend who's a beekeeper; he could advise
me on the method.] I would think that the sheer traffic would prevent it
from being feasible; would feel like O'Hare Tower every time I let the kids
out to play.
