I can tell you that chile powder does work and does not hurt 
the plants, you can either make a 'tea' of it, strain it well 
so that it doesn't clog your sprayer, add a couple of drops of 
of mild dish soap per gallon to the solution that helps it 
adhere to the leaves (optional).  Reapply after a rain.  I have 
also just powdered the leaves with pepper powder and had no ill 
side-effects on the plants, but the bugs and deer do not bother 
em anymore!  Besides my passion for growing big pumpkins, I 
also grow 27 varieties of chiles in the garden (600+ plants!) 
so I have a good supply of this natural pest control in hand.
