SEVIN- Spray or Dust?!

Can anyone tell me which is more effective?!

I have been dusting last year, but it didn;t seem to do too much to the 
cucumber bettles. But of course the ones I have are resistant. (I hand picked 
them and put them in STRONG Sevin solution, anfd they were still alive a half 
hour later)!

Is a liquid spray better? Or dust?

Also, is Methoxychlor any more or less effective against CB than Sevin? 
Please help!
