It could be another case of drifting 2 4 D or some other type of
herbicide. It can travel as far as half a mile, and it does exactly what
you said - deformed leaves on new growth, and burns up the tips. Are the
new deformed leaves growing spiney? do they stay small? If so, it could
be 2 4 D drift.
