Glen this is pretty close to what I do. First Sand the edges (always ask your 
wife before you use her emery board. They get really pissed). I write on the 
outside of the bags with a magic marker. I wet the paper towel lightly and 
take the seeds out of the water I have soaked them in for the last 24 hours. 
Before I put them in the wet paper towel I dip them in a light solution of 
fungicide. Then I put them in the towel (2 to 4 seeds) and place them in the plastic 
bag. I put them over a source of heat. I like the vents over our lights on our 
fish tank. The other thing I do is plant under the light of the new moon all 
the way until the full moon. This helps the seeds come up. 
The full moon is tomorrow. This doesn't mean you can't still plant seed. It 
just means that you won't have the help of the moons pull to help the 
germinate.
