rain protection


I currently have a 3' silt fence around my two of my plants (the third is still 
under a clothes basket - I put a small piece of wood longer than the top of the 
basket with a brick.  It distributes the weight of the brick more evenly.).  
Besides the silt fence for protection, what else should I use for  severe storm 
forecast?  The last severe storm that went through must have had some imbedded 
small hail since the leaves were torn.  I was thinking about securing a sheet 
over the the top of the silt fence to prevent rain/hail damage.  I was thinking 
about letting the sheet droop a little away from the plant using a small rock to 
help drain the rain to that area with the rock. Any suggestions on whether or 
not to cover the plant from the top?
