Pepper (Capsican) and urine for woodchucks?

I recently saw the stores selling birdseed laced with capsican (hot pepper)
powder to deter squirrels from eating the seed. Supposedly the pepper has no
effect on the birds.
WELLLLLLLLLLLLL if it works on them (and on all of us mammals!), why not for
gophers/woodchucks, etc.? I bet if they DID take a bite out of a leaf, they
wouldn't take another! Anyway, I guess the question is, IS IT SAFE to apply on
a pumpkin plant?!
Also, they are now actually selling coyote and bobcat urine in our gardening
center. (I am not making this up)! Does anyone know if these urines would
really be of any use to deter gophers at all?!
