Connie,
Those roots don't just dive deep because they smell the water down there,
they follow it down.  You need to do some watering of the soil surface and
have it percolate down to the sub soil water source.  I've buried soaker
hoses
under my planting mounds the past few years and the roots got down to them. 
But I also watered at the surface.  Not frequently but deeply.  I couldn't
tell
you how much water but it was enough to keep the plant from drooping and
not enough to turn the area into a bog.  If your water is at 15" and your
roots 
are at 12" and there is nothing on the surface you'll have a very thirsty
plant.
I don't grow enough plants to sacrifice one to science and dig it up at this

stage of growth to see how well developed the roots are.  Perhaps one of our
AG farmers with mass plantings will report their findings when they cull
excess
plants this year.
