  Sounds a alot like slime mold. Totally harmless. There are many kinds.
The eat bacteria oozing thru the soil and then come up to make fruiting
boddies. Watch it and see what shape bodies are formed. Go to Alta vista
picutres and search for slime mold. 
  Slime molds are common on sawdust, lawns, lawn clippings, and other
rotting plant matter and manure. One you see one bunch then lots of them
appear in a few days and then it may be over. Unsightly on strawberries
but no economic loss of other crops.
  When I was a kid it was the one thing my Dad did not know. He guessed
Physarum might be snake feces. That one is yellow and becomes foamy pink
and brown inside. One of my favorite organisms. I grow it on moist
oatmeal. But I can seldom cultivate the wild strains.
