It is true, reduction after the pump reduces the life of a pump..
Even the reduction down from the standard output of the sump pump to a garden
house shortens the pump life because of back pressure. If you reduced the
output further with a sprinkler head, you would shorten pump life further
still.
If your tank was raised, you could just let gravity run the water out the
soaker hose. This may not offer enough pressure to inflate the flat type of
soaker hose, and get the water all the way to the end. But an old standard
garden hose, that has small holes drilled in it along its length, would soak
the entire length of the hose. It may also deliver the water at a better rate
that the soil could handle absorption better.
