Although at first the cooler germinating method sounds good, but it seems 
like there would be a major air circulation problem, which is just asking 
for all sorts of fungus diseases.
Sterile seed starter should probably be used, and the pots shouldn't be 
oversaturated, either. This can cause mold.
When I am germinating, I use perforated plastic polyethelene wrap on the 
tops, and remove it for about an hour a day to make sure air circulates to 
the starter surface. I never have had a problem with any fungal diseases 
(mold, damping off, etc.).
Captan is usualy useful for germinating in cool conditions and the fungal 
problems that accompany this. Since AG's are germinated at high temps (85-90 
F) there shouldn't be too many of those problems at all as long as there is 
adequate ventilation and the mix is not oversaturated.
