Is soil PH necessarily changed by moderate to heavy additions of well
composted steer manure? If so, is there a time component to this change
(i.e., initial change that tapers off vs. permanent change)?

Ammonium Sulfate is good for both things, nitrogen
and to lower your pH. It take 60 days to get the full
effect of the nitrogen in warm weather above 60 degrees.
The Sulfate part binds with the Mg in your soil and
then it is washed away. The Mg being removed lowers
your pH. Mg effects your pH 4 times more then Ca does
so getting the Mg out will help lower your pH.
What the idea situation is to have a base saturation
of 68% Ca and 12% Mg. Once you get this and your other
nutrients in line your pH will settle down between 6.5
and 7.
