The best time would be morning. This is because the sun is not as intense, 
the soil can absorb more water before it evaporates, the leaves will dry 
quicker opposed to watering in the evening where they can remain wet all 
night, inviting some fungal problems.
How many times a DAY? If you are watering even daily at all, you are 
watering too shallowly. A good system is to water .75 inch twice a week, but 
this needs to be worked into how much rainfall you had, the temperatures, 
and the soil moisture. It also depands on the makeup of your sopil (sand, 
clay, etc.). The idea is to generally get 1-2 inches of water a week. 
Watering too often can invite a lot of disease problems by keeping 
everything wet continuously. Also, it will wash off any beneficial stuff on 
the foliage, like seaweed, fertilizer, or if you need them, insecticides and 
fungicides, (which not only will obviously make them ineffective, but wash 
excessive amounts of it into the soil which is wasteful, and messes up the 
soil bioactivity).
