Kevin, I have had this problem too. Check the PH at this plants roots. Buy
one of those $20. electronic ph tester and see if it is too high of too low. Yes
I have had it when everything is around the 7.0 ph soil level. But more times
than not if I have only one sex of flowers on my plants it is because I put
too much fertilizer down and my ph is way low. Let us know what you find but I
bet by your roots your ph is around 5.0.
