Can someone tell me the dates for the Elk Grove and Salinas 2004 weighoffs?

Also, I repeat my two previous questions:
1. If a plant emerges with ugly, deformed, unhealthy looking dicots but
later shapes up to normal, does it hold promise?
2. Where direct-seeding in possible, like in CA and TX, why is it so seldom
done?
